President Boakai Recognizes Top-Performing Institutions, Calls for Continued Dedication

Monrovia, Liberia: President Joseph Nyuma Boakai has recognized 13 institutions for their efforts under the first batch of the Performance Management and Compliance System, naming three as the top performers.
The top three institutions that demostrated public sector excellence include, the Liberia Agricultural Commodities Regulatory Authority (LACRA), Jackson F. Doe Hospital, and the Ministry of National Defense.

Speaking at the second batch of the 2025 signing of Performance Contracts and Recognition ceremony on Thursday, June 12, 2025 at the EJS Menestrial Complex, President Boakai commended the institutions for their dedication to service and accountability, urging all public institutions to maintain high standards of performance and transparency.

The Liberian chief executive described the occasion as a moment that signifies a pivotal step in the country’s national commitment to accountability, transparency, and citizen-centered governance.

President Boakai stated, through the Performance Management and Compliance System, the country is transitioning from promises to performance, from inputs to impact, and from excuses to excellence.

He further emphasized that, for the first time in the country’s history, a completion of the  full national performance management cycle across public sector is done.

“We are here today not only to celebrate the results of this intervention, but also to institutionalize a new culture of delivery across the government. This is the legacy we owe the Liberian people—a Government that works, and that works for them”, the Liberian leader remarked.

He used the occasion to applaud the institutions for their exceptional  performance, and recognize the dedication, discipline, and leadership it took to meet — and in some cases, exceed — the expectations outlined in last year’s performance targets.

It can be recalled on Wednesday October 30, 2024  President Boakai launched the PCMS which aims to bring to accountability every official of government.

During the launch, President Boakai explained that  the weight of unfulfilled promises, inefficiencies, and corruption have hindered the country progress, whilst nothing that the country is taking concrete and achievable actions to break that circle.
“With this new system every public institution, every Leader, and every entity will be required to demonstrate stewardship not just for the work they do, but the outcomes they deliver”, he said.
He furtured, his administration’s ARREST agenda doesn’t just emphasize building a government that is transparent and responsible but also responsive to the needs of the people.

The PMCS will be the cornerstone of the agenda, enabling the Country to establish clear performance targets, monitor achievements, and enhance the service we provide he narrated.

Meanwhil, President Boakai has imformed his cabinet of what he calls,  ‘several unannounced visits’ to institutions for deeper understanding of challenges and opportunities as well as to demonstrate commitment to institutional effectiveness and accountability.

The honored institutions are: the Ministry of Foreign Affairs, Ministry of National Defense, Ministry of Public Works, Liberia Agricultural Commodities Regulatory Authority (LACRA), Jackson F. Doe Hospital, Ministry of State for Presidential Affairs, Liberia Petroleum Refining Company.

Others are, WASH Commission, Liberia Electricity Regulatory Commission, Public Procurement and Concessions Commission, Ministry of Post and Telecommunications, Liberia Airport Authority, and the Liberia Institute for Statistics and Geo-Information Services (LISGIS).
