Boakai Announces Major Military Recruitment, Barracks Renovation at Armed Forces Day Celebration

Monrovia, Liberia — February 11, 2026 — President Joseph Nyuma Boakai, Sr. has announced a series of initiatives aimed at strengthening the Armed Forces of Liberia (AFL), including the recruitment of 600 new personnel annually through 2029, as the country marked the 69th anniversary of Armed Forces Day at the Barclay Training Center.

Delivering special remarks on Wednesday, President Boakai paid tribute to the “gallantry” and sacrifices of Liberia’s soldiers, describing the military as a pillar of national stability and honor. He emphasized that the occasion serves both as a celebration and a moment of reflection on the nation’s responsibility to build a stronger, more resilient force.

“The Armed Forces of Liberia have endured trials and emerged as a disciplined, professional institution. Yet, we must prepare for the future,” the President said.

Recruitment Drive to Address Attrition

Boakai disclosed that the government will begin recruiting 600 personnel each year starting in 2026, a move intended to address high attrition rates and the aging composition of the force. He noted that the effort is designed not only to increase numbers but also to create a military that reflects Liberia’s diversity and is capable of responding to evolving security threats.

“This is a deliberate strategy to ensure that the AFL remains youthful, dynamic, and capable,” he said.

Focus on Soldiers’ Welfare

The President also outlined plans to improve living conditions for military personnel. Following recent renovations of barracks in Margibi and Nimba counties, the government will prioritize similar projects in Bomi and Maryland counties to ease congestion and provide safer housing for soldiers and their families.

He said the Ministries of National Defense, State, and Public Works will collaborate on facility assessments ahead of construction and renovation works, describing the projects as investments in dignity and readiness.

“A soldier who is dignified at home will defend our nation abroad,” Boakai added.

Mental Health Facility Backed by ECOWAS

Acknowledging the psychological toll of military service, Boakai praised the Economic Community of West African States (ECOWAS) for its initial contribution toward building a mental health facility at the 14 Military Hospital. The government, he pledged, will ensure the facility is completed and operational for both military personnel and civilians.

“By addressing mental health, we affirm that resilience is not only physical but also psychological,” he said.

Push for Greater Female Participation

The Liberian leader underscored the importance of inclusivity within the armed forces, highlighting financial support from the ELSIE Foundation to increase female representation in the military. He described the effort as “transformative,” noting that women bring critical skills and perspectives to national defense.

Boakai also pointed out that Liberia currently has its first female Minister of National Defense, signaling progress in gender representation at the highest levels of military leadership.

Strengthening Regional and International Partnerships

The President expressed gratitude to Nigeria, represented by Chief of Army Staff Major General Waidi Shaibu, for its longstanding support during Liberia’s periods of conflict and recovery. He reaffirmed Liberia’s commitment to regional cooperation in confronting terrorism, instability, and other transnational threats.

Boakai also welcomed a delegation from the United States National Defense University, describing their presence as evidence of enduring diplomatic ties and Washington’s commitment to peace and security in Liberia and West Africa.

Call for National Support

Closing his address, the President urged Liberians to continue supporting the armed forces with the resources and respect necessary to maintain peace and safeguard the nation’s sovereignty.

“As we celebrate Armed Forces Day, let us remember that the men and women in uniform are not only defenders of our borders; they are defenders of our future,” he said.

Armed Forces Day is observed annually in Liberia to honor the service, discipline, and patriotism of the country’s military personnel.
