Acquisition of Economic Gangsterism at LPRC – Opposition Figure Calls for Accountability in Petroleum Importation

“What is unfolding at the Liberia Petroleum Refining Company (LPRC) is nothing short of a carefully orchestrated fraud against the Liberian people. This is not just mismanagement, it is a deliberate criminal conspiracy designed to rob our nation of hundreds of millions of dollars. This is an organized Economic Gangsterism, carried out under the disguise of governance”, – CDC Secretary General, Jefferson Koijee.

In his write-out, Koijee said, the decision is meant to enrich a small circle of Unity Party apologists, and quietly prepare the ground to rig the 2029 elections.

On 29, July, 2025, Liberia witnessed the arrival of what authorities call, first State-Sponsored Fuel Consignment in four decades.

President Joseph Boakai described the arrival of the petroleum consignment as a major milestone in the government’s effort to ensure a stable and affordable fuel supply by enabling the state-owned enterprise to import products directly.

“I am impressed by the remarkable transformation taking place at LPRC under this new leadership,” President Boakai said. “This is what happens when young, visionary professionals are given the space to lead. Managing Director Tweh is a shining example of what Liberia’s youth can achieve. I urge other young people to emulate his commitment, focus, and results-driven leadership.”

But Koijee argued, that Amos Tweh, the Secretary General of the Unity Party who now sits as Managing Director at LPRC, has brazenly violated the amended and restated public procurement and concessions act by secretly importing petroleum products without any international tender, something he described as direct assault on the Liberian people.

The Amended and Restated Public Procurement and Concessions Act states that all procurement involving public funds must go through the Public Procurement and Concessions Commission.

“We must ask critical questions in defense of our democracy and survival as a nation,” the CDC Stewart says.

1. Was this petroleum importation contract, valued in the hundreds of millions, subjected to the PPCC process?
2. What is the annual value of this contract and how many years is it set to run?
3. Which company was handpicked behind closed doors to benefit from this shady deal and what are the terms?
4. Was a PPCC “No Objection” ever obtained as the law requires?

“Amos Tweh and his Unity Party cartel are using the LPRC as their private bank, looting public funds and enriching themselves while the majority of our people struggle to buy a cup of rice or a gallon of gasoline. This is not leadership. This is organized Economic Gangsterism, carried out under the disguise of governance”, the write-out quotes CDC Secretary General.

He warned that Liberia is not for sale to a cartel of greedy men who think state power is a business venture.

Koijee furthered, the opposition community will not remain silent while the regime mortgages the future and uses petroleum dollars as a war chest to hijack the will of the people in 2029.
