Honorable Richard Nagbe Koon serves as the respected Speaker of the House of Representatives 55th Legislature of the Republic of Liberia.

An accomplished academic and seasoned financial expert, Honorable Koon brings a wealth of knowledge and experience to his role, underscored by his current academic pursuit of a PhD in Business Administration with an emphasis in Public Finance from Grand Canyon University.

His robust academic background is further enriched by an MBA in Accounting from Cuttington University Graduate School in Monrovia, Liberia, and another MBA with an emphasis in Accounting from Grand Canyon University, Phoenix, AZ.

Prior to his esteemed position in the legislature, Honorable Koon distinguished himself as an Professor at the University of Liberia’s Graduate School, where he imparted knowledge on critical subjects such as Governmental Budgeting, Public Finance, and Cost Accounting.

In the professional arena, Honorable Koon has demonstrated exceptional expertise and leadership in various capacities.

His roles have spanned from Chief financial analysts at Christian Children Funds to Finance Manager for the Norwegian Refugee Council in Liberia.

He has extensive experience in inventory control, financial consultancy, and as a Senior Inter-Company Accountant and Procurement Supervisor for Mobil Oil Liberia, Inc. (now TOTAL).

During his tenure in the 54th Legislature, Honorable Koon was an active member of several key committees, including Banking and Currency, Commerce and Industry, Public Accounts and Audits, and Education.

In the 55th Legislature, prior to becoming the Speaker, he chaired the Hydro Carbon Committee and served as Co-chair of the Unity Party Caucus.

Additionally, he continued his contributions as a member of the Public Accounts and Audit, Education Committees while co-chairing the Banking and Currency Committee.

A CPA candidate in South Dakota, Honorable Koon is committed to the highest standards of financial integrity and accountability.

His analytical acumen and comprehensive grasp of financial operations are reflected in his significant contributions to international auditing projects, where he has managed teams, developed financial strategies, and upheld rigorous compliance standards.

Honorable Koon is an active member of the Association of Certified Fraud Examiners in the United States and has held leadership roles in various community and professional organizations, including as an Executive Member of the Finance Committee at Providence Baptist Church in Monrovia.

Honorable Koon also serves as a professor, teaching key subjects such as Government Budgeting, Cost Accounting, and Financial Management.

As Speaker, Honorable Koon advocates for legislative priorities that foster economic stability and growth, emphasizing the strategic importance of youth empowerment and sustainable development.

His leadership is pivotal in advancing Liberia’s legislative agenda, ensuring it aligns with both regional and global frameworks for economic and social advancement.
